“Gifted and talented students are those who are identified…..as demonstrating high performance ability or potential in ….. artistic areas and therefore require an educational program beyond that normally provided by the general school program in order to achieve their potential” (24 S.C. Code Ann. Regs. 43-220.1(A)(1)). As described R 43-220, the purposes of the identification process are to find students who display talent beyond that of their peers in arts areas and to assess the aptitudes, attributes, and behaviors of identified student for the purposes of referral. Regs. 43-220.3(B)(1)) Working closely with the Horry County Schools Coastal Carolina University has developed the Summer Arts Academy to serve artistically gifted and talented children in visual art, music, dance and drama. Students in grades 6 through 11 are eligible to attend the residential summer program. Additional information about the Summer Arts Academy is available on the college web site and students may consult with arts teachers in their schools for additional information relevant to their particular arts interests. Visual arts and theatre arts students are initially identified by arts teachers in the middle and high schools of the district. Music students are initially identified by successfully auditioning for and participating in the All-County Band, Chorus or Orchestra. Students who are not currently enrolled in arts classes may approach an arts teacher for an individual assessment and that teacher will have the option of recommending the student for screening. All students must complete additional auditions or screening procedures in order to qualify for scholarship assistance to attend the CCU Summer Arts Academy. The additional auditions/screening will take place at a central location in the district and on more than one date which will be announced to identified students directly. In the screenings students will be required to demonstrate knowledge of the history and theory of their particular arts areas. Additionally, art students will have to create art works in a test environment and performing artists will have the opportunity to perform in their medium. Finally, all students will have an interview in which they will have to demonstrate the ability to carry on a conversation about themselves and their art form. The district is cognizant that, as 43-220 states, “gifted and talented students may be found within any racial, ethnic, or socioeconomic group; within any nationality; within both genders; and within populations with physical disabilities, learning disabilities, or behavioral problems” (24 S.C.
