  • Safe Return PlanThe American Rescue Plan (ARP) Elementary and Secondary School Emergency Relief Fund (ESSER III) will provide over $125.1 million to Horry County Schools over the next three years, as a result of the federal response to the COVID-19 pandemic.

    As a part of a two-phase process for accessing these funds, the District is required first to seek input from stakeholders across the community via feedback to determine the focus that should guide the District in the development of its Safe Return to In-Person Instruction and Continuity of Services Plan which is required by the South Carolina Department of Education and the federal government. Later this summer, as the second phase of this process, HCS stakeholders will receive an additional survey regarding the expenditure of ESSER III funds.

The input and feedback received from stakeholders will guide the District as it plans to use ESSER III funds both to prepare for a safe return to in-person instruction as well as a continuity of services.
