Horry County Schools experiences gains in state report cards; 73 percent of District schools rated Excellent and Good
In the second release of state report cards issued under new requirements of the federal Every Student Succeeds Act, Horry County Schools overall ratings improved 10 percentage points over last year. New state reports cards show that 73 percent of District schools were rated Excellent or Good, compared to 63 percent that earned the same ratings last year.
South Carolina schools receive descriptive overall ratings of Excellent, Good, Average, Below Average, and Unsatisfactory, based on a 100-point scale. Schools also receive ratings on seven out of ten key report card indicators which contain information about schools and districts on how well students performed on state and national assessments, student growth, graduation rates, English language proficiency, and more. While school districts and primary schools receive report cards, they are not rated. The 2018-2019 report cards also contain school, local, state, and federal per pupil expenditure data, the first report cards to contain this information as part of a new federal requirement.
Previously issued mid-November of each year, state law required the release of state report cards by October 1 for 2019. State report cards will be issued by September 1 in 2020 and in subsequent years. Due to a compressed timeline, the State Department of Education will no longer release performance data for each assessment separately, or before, the release of state report cards. Graduation Rate and College & Career Readiness

The on-time graduation rate for HCS increased one percentage point, up to 83.4 in 2019 compared to 82.4 in 2018. By comparison, the state’s on-time graduation rate rose one-tenth of one percent, up to 81.1 percent in 2019, compared to 81.0 percent the previous year.

The percentage of diploma earners who are college or career ready increased eight percentage points, up to 81.6 in 2019 compared to 73.6 percent in 2018. Statewide, 75.1 percent of students who earned diplomas were determined to be college or career ready, up 5.3 percentage points from 69.8 percent the previous year.

The percentage of District students scoring “met” or “exceeding” grade-level expectations on the SC READY English Language Arts assessment rose to 51.9 percent, up 3.1 percentage points from 48.8 percent in 2018. Statewide performance increased 3.7 percentage points, up to 45.4 percent in 2019 compared to 41.7 percent in 2018.

The number of District students scoring “met” or “exceeding” grade-level expectations on the SC READY Math assessment is 57.1 percent, 12 points ahead of the state’s 45.1 percent of students performing at the same levels. HCS students scoring “met” or “exceeding” grade-level expectations was 57.2 percent in 2018, compared to 44.6 percent of students statewide.

The percentage of District students scoring “met” or “exceeding” grade-level expectations on the SC PASS Science assessment mirrored the slight decrease reported statewide. Fifty-eight percent of District students scored “met” or “exceeding” grade-level expectations, nearly nine percentage points higher than the state’s 49.1 percent. District and state performance slipped slightly in 2019, down from 60.4 percent and 49.4 percent, respectively, reported in 2018.

The percentage of District students scoring “met” or “exceeding” grade-level expectations on the SC PASS Social Studies assessment was nine percentage points higher than statewide performance, 76.6 percent of District students compared to 67.6 percent of students statewide. The previous year, 78.1 percent of District students scored “met” or “exceeding” grade-level expectations, compared to 68.6 percent statewide.
End of Course Examination Program (EOCEP)
EOCEP scores are representative of a four-year graduation cohort and are not solely the results of exams administered during a single year.
- On the English exam, 65.6 percent of District students scored a “C” or higher, more than nine percentage points higher than the state’s 56.3 percent of students performing at the same level. District performance increased more than six percentage points over 59.5 percent in 2018, while statewide performance rose more than two percentage points from 53.9 percent.
- On the Algebra exam, 68.4 percent of District students scored a “C” or higher, more than 13 percentage points higher than the state’s 54.9 percent. Results fell slightly in 2019, down from 71.0 percent for the District and down from 60.5 percent statewide in 2018.
- On the Biology exam, 58 percent of District students scored a “C” or higher in 2019, nearly nine percentage points higher than the state’s 49.1 percent. Both District and state performance slipped from 60.4 percent and 49.4 percent, respectively, in 2018.
- The percentage of District students scoring a “C” or higher on the U.S. History and the Constitution exam is more than seven points higher than the state, 54.9 percent compared to 47.7 percent, respectively. The percentage of District students earning a “C” or higher was 60.0 percent in 2018, in comparison to 48.9 percent statewide.
Ready to Work (R2W) Assessment
- The number of District students receiving a National Career Readiness Certificate (NCRC) in 2019 is 85.1 percent, higher than the state’s 83.3 percent. District results slipped from 86.9 percent of students earning NCRC in 2018, while state results were unchanged.
- More District students earned NCRC Platinum and Gold distinction, up five percentage points to 14.9 percent in 2019 compared to 9.5 percent in 2018. Statewide, 13.2 percent of students earned Platinum or Gold distinction in 2019, up from 9.3 percent in 2018.
- More District students earned Silver NCRC distinction in 2019 than their peers statewide, 53.4 percent compared to 50.5 percent. As higher percentages of students scored at the Platinum and Gold levels, fewer scored at the Silver level, 60.2 percent for District students in 2018 compared to 54.0 percent statewide.
